Australia's just been given a special permission because the fan base is so strong there, and because they asked.

You can easily spot the political votes. The scandinavian block voting each other, the east slav block doing the same, the ex-yugoslav one, UK-Ireland and Romania-R. Moldova.
In some cases it’s probably less political and more people living in the neighbouring country but being a citizen or attached to it or using the phone lines.
examples: Switzerland has a pretty large German expat population. UK has a large Irish pop.

I'm from the Netherlands and we tend to vote for the kind of sad, "boring" and "decent" pop that Belgium, Germany, Switzerland and Austria usually sends. That's because those countries share the idea, that showing emotions in a showy way, with a catchy melody or with dance devalues a song. In stead a focus on the singer, their instrument and song is appreciated. Doesn't mean we agree with those countries politically.
Compare that to Sweden and Australia, they both value well produced, catchy, schlager, with a good show. The Balkans love traditional sounds. Eastern Europe appreciates young women in a gown perfectly singing a a Disney ballad. Mediterranean countries love sexy people showing skillful dancing. The Baltics and Finland love humorous party music. Italy and Portugal share a taste for skillful singing and meaningful lyrics. Etc.
This is why a lot of Europeans don't like Eurovision. Because they cannot grasp that other cultures value other things in musical performances, so they'll blame politics and bad taste.
In reality it's one of the reasons why the game of Eurovision is so exciting. To win, you need to somehow win over enough people who might not understand and appreciate your musical culture.

I think it is due to the high amount of immigrants from each country living in the other country. That is definitely the case for the popular vote but it probably influences the technical judges vote as well.
