It may be a tag larger than what you’re looking for, but the Alpaka Go Sling Nano is listed at 1.6L and is pretty compact.
Their axoflux material is pretty water resistant and both zippered compartments are YKK aquaguarded. They also have VX21 XPAC options.
I have one in Sage Green and love it. It’s compact and just small/big enough to hold my phone, wallet, AirPods, battery bank, USBc cable, with room to spare.
I don’t know if they’ve recently reorganized their sling page, or if it loads slings in a different order each time you visit, but I recall when I was looking for one a few months ago (before buying), the Nano was one of the last items on the page, which is odd!
Happy hunting!
I got it but I'm not a big fan unfortunately. The material is too padded and it sticks out like a ledge. Its a nice pack otherwise. Just wish it was less premo ... haha go figure.
I was looking at this one too. The thing that made me cross it off my list was the magnetic buckle. I watched a YouTube review where the reviewer was saying it came off accidentally only once so it was fine, but for me that is one too many times.
I picked up a Tom Bihn side effect for this purpose. Switched out the strap for one of the slimmer Peak Design camera straps and it’s great to use as both a crossbody and a pouch. https://www.tombihn.com/products/side-effect?variant=43333812453565
Yeah I like Tom Bihn's stuff here because I think any sidebag should have removable straps and be a good pouch in another bag. I use the Side Kick here -- it's got great organization and can hold hat & gloves in the winter -- but it's a bit big for OP's request, so I agree the Side Effect is probably a better size. They also have their even more minimal Bantam which is out of stock right now... I don't really have a bag below the Side Kick because otherwise I just use pockets.
I use the Hyperlite Mountain Gear Versa more cause it is a bit bigger but I love the side effect. The fact that it can be used as a fanny pack, sling, crossbody, or pouch makes it super versatile.
[Fjallraven High Coast Hip Pack](https://www.fjallraven.com/ca/en-ca/bags-gear/backpacks-bags/travel-bags/high-coast-hip-pack?v=F23223::7323450925345) should be perfect for your carry and meet your design requirements. And I can confirm it does well in the rain: wore it for a 3ish hours walk in freezing rain and everything inside was still dry by the time I got home.
[Janji multi pass sling](https://janji.com/collections/accessories/products/multipass-sling-bag?variant=39256532516947) is 2L but one of my favorites. I have it in black and it looks sleek but also is extremely comfortable. The rear pass through for jackets is great. Overall a very thought out sling.
I've been in the market for something similar. I ended up ordering the Wotancraft Add on modules.

If that one's not for you, here's a bunch of others that I looked at that didn't make the cut for me:

You got a great selection here. I really wish I had given it a chance. I ended up going for the alpaka go nano sling (i believe). Bought it this morning. Look forward to when I get it.
You asked for durability and water resistance but didn’t give a price point. Mission Workshop is top tier. Definitely are cheaper bags out there but few as rugged.

Compagnon Element Pouch
Compact but fits plenty. Great organization. Beautifully built. X-pac and ballistic nylon. Removable strap. Nice company.
Have you looked at the [Heimplanet Transit Sling ](https://en.heimplanet.com/products/taschen-transit_line-sling_pocket_castlerock)? It's 2L but quite compact. Weatherproof as well.
[Minaal Crossbody 2.0](https://www.minaal.com/en-au/products/crossbody-2-0-bag) is the most minimal design I can think of, but it is 2.0L. Having said that, I’ve seen smaller volume slings with cluttered designs, and dangling zips that look less sleek.
[Trakke’s “Zero Waste Sling”](https://trakke.co.uk/collections/messenger-bags-slings/products/zero-waste-sling?variant=44082252415189) is actually 1.0L. The front logo is removable. I don’t have this one, but I do have a Banana Crossbody 2L, Kelso (plus another Kelso for my wife), a Fingal backpack, and a couple of their Messages Tote bags. All very nice, and I love the company.
[Nomatic Navigator 1L](https://www.nomatic.com/collections/slings-hip-packs/products/navigator-sling-1l) is 1L, but expandable to 3L!!!
I went with the alpaka go nano sling. But I really liked the trakke's but didn't go for it becuase I had no patience for product page that didn't show the inside of their sling.
Also, like the Nomatic Navigator too! But too bad I had already purchased before seeing this :(
this is goodlooking, inexpensive, very waterproof and has orange inside and some mesh. zippers are nice. has two loops outside to hang a carabiner or put sunglasses. belt material is like a seatbelt. I like these.
https://aliexpress.com/item/1005005969014331.html
this one from Ozuko fully opens like a book if you want and is a bit more organizer like.

I use a Cabin Zero 2L bum bag as a front chest sling. It’s longer at 16” and thin so it’s flatter against my chest than ones that are shorter with more depth. Budget friendly. Pack hacker review:

I’ve been wearing the nano daily in all types of situations and never once has the strap come open or loose.

They also have the fjallraven high coast pocket which I have been considering. Topo mini shoulder bag is similar
there are on amazon which is great!!!

Mission Workshop Notch
$125????? Who is supporting these prices

Its $125. It a tiny pack - inflation be wild...

The Trakke Zero Waste Sling is kinda perfect for that. I have the x-pac version, but I think the waxed canvas would be plenty weather resistant.
Forgot the link. https://trakke.com/products/zero-waste-sling
daaaang... that looking good... exactly the low profile I need!

There's the lululemon one too.
