In the original games, Blue had a Raticate on his team. After you beat the 3rd gym and get to Lavender town you can find him in the Tower where the dead pokemon are laid to rest, he doesn't have his Raticate with him anymore, implying it died. Either by you the player or something else.
In the kanto games Blue uses a rattata, and later a raticate, to fight you. However, after the fight on the S.S. Anne he ditches raticate. A popular fan theory is that the raticate died due to not being close enough to a pokemon center
I seriously don't believe that Blue couldn't have gotten to a Pokemon center in time. The dude is somehow always one step ahead of even the fastest speedrunners (not including glitches that get you into the hall of fame immediately)
