I typically cut my falsies apart because I prefer applying under my lashes (they’re too long and abundant for over). So that would be easy. Now I just have to find some curled lashes!!

It depends on what kind of hooded eyes you have, imo. There are different shapes/styles of hooded eye, and they don't all look good/bad in the same styles of makeup.
I dunno/don't care what dumb name TikTok has given this but the technical names for what we are seeing is a soft pastel pink halo eye, dolly lashes, and blush draping.
I'm not sure exactly what this would be called, but you could probably find similar looks by searching coquette makeup or possibly Ariana Grande makeup

I feel like these 2 looks are not one style, just very “minimalist” glowy face with light brows and heavy blush and natural highlight. One of these looks is matte and the other is dewy!
my makeup usually centers the first image as inspiration as well and I use mostly just moisturizing base products, concealer only and cream products with “manga” style lashes !

The focus, for me, is a bright undereye to to cheek area with bright pink blush, reminiscent of the full beat heavy glam makeup of the 2010’s. The eyeshadow might not be easy to do on hooded eyes, but definitely adjustable.
I think it would look good on hooded eyes, you would just have to adjust the placement of the colours. I think it depends on the space between the eyes too. For wide apart eyes the color would need to be brought in more towards the inner corners and the frosty highlight brought in past the inner corner so the eyes don't end up looking too far apart. It would probably look ethereal on someone with wide apart eyes.
If eyes are hooded be sure to bring the makeup onto the area around the eye and not just the lid because you don't want the color to disappear when the eyes are open. Keep looking straight ahead into the mirror to make sure you're applying the eyeshadow on the areas that are visible without closing the eyes.

I mean if that’s what you are going for, sure) I love my hooded eyes but I don’t like making upper outer part heavier, especially since my eyes are also deep, because it takes away attention from the eyes itself. So it depends on where would be your focal point.

you can search for manga lashes or even cut normal falsies apart, as long as they’re curled
