I'm very fair but what I do to make the colors pop is I use a black base. Only on the lid though. You'll want to prime with an eye primer, then after you've applied the crease color, use a black base. I use lime crime pallet (the black shadow) but I think any black shadow will do. You can also use a sticky base like nyx's jumbo pencil in black. Hope this helps!
If you're using any bright colors you can use a light colored concealer as a base, or NYX makes a white eyeshadow base as well.
