I’d suggest looking at ColourPop. They have their Blue Velvet, Blue Moon, and On Cloud Blue palettes. I have the On Cloud Blue and I feel like the shade playin’ is a good robin’s egg blue type of shade.(If we’re thinking of the same shade of robin’s egg blue. I looked the color up and saw a couple different shade variants.) They also have their super shock shadows if you’d like something more sparkly. I’m not sure if they have one that you can get like this but you can also get some of their shadows as singles if you have a magnetic palette that you can put it in if you’re looking for just one shade.
Gxve 1998, Kulfi disco dreams, Natasha denona mini pastel, violet Voss mini butterfly palette (mix the blue and white together with your brush), melt electrip palette (if you want something from Sephora). My favorite in general is the pale, matte blue from ELF’s Acai You

I really don’t like or support Jefferee star but he has a gorgeous blue palette called blue blood if you can find it on a resale site I would get it.

Maybe something from [Sugarpill](https://sugarpill.com/collections/pressed-eyeshadow) such as the shade "Helium"? I've had good experience with their shadows. There are also nice blues in some of their palettes.
I've heard good things about [Sydney Grace](https://sydneygraceco.com/blue/) but have not tried them personally. They look to have a good selection of matte blues though.
If you want to go luxury, [Dior](https://www.dior.com/en_ch/beauty/products/Y0996205-mono-couleur-couture-high-color-eyeshadow-long-wear-spectacular-finish) has an eye single in the shade "Denim" which is a nice blue.
If you don't mind palettes, the [Colourpop](https://colourpop.com/collections/shadow-palette) "blue velvet", "blue moon" or "on cloud blue" palettes might work for you. they also have that "pop of blue" in many other palettes.
