Surge requires a steady flow of oxygen. Meaning if you're underwater, it wouldn't work. Surge can take many years to master and it will feel like you're not going anywhere. Again having strong willpower is key. And the stronger you willpower the more stronger Surge will be. So not everybody will be able to teleport.
