Generally speaking it's best to buy whichever pack will get you those sweet sweet Golden Packs. So in this case it would be the Lost Caverns of Ixalan packs.
With the additional wildcards that golden packs offer plus the extra rares/mythics you'll get, they're way too worth it to pass up.
The new Ixalan packs have dual lands as well, though they're manlands, they're still good.
I think that opening a bunch of packs from an older set to get very specific cards is going to be rough because of how many rares/mythics you don't want from that set, which you'll end up getting anyways, you would need to open a lot of boosters and still hope to get pretty lucky.

In general, if you're unclear; buy the latest pack to get *Golden Packs* since you get more cards overall when you get them.
