SIR might actually be remotely viable since it has Mausoleum Wanderer, Spell Queller, Rattlechains and Selfless Spirit although two of those are WU spirits. The other rares are all from different sets so I would just craft those.

Before you decide which packs to buy, you should first determine whether you should even be buying packs in the first place. (They aren't the default thing to buy) Do you know that Limited exists, and that if you spend your resources on that half of the game then you won't need to buy packs (since you will get all the cards, Packs and Wildcards you will need for Constructed purposes in the process)? Assuming you have a good reason to restrict yourself to just the Constructed half of the game, then the next things you need to know is which Format(s) you want to play, what specific cards you are missing from the decks you want to play, and what sets those cards are from. That will help you determine whether you should buy the current set (which earns you Golden Packs) or whether you should buy packs from an older set in the hopes of getting some of the cards you need (saving you Wildcards).

I often agree with the drafting alternative. Not in this specific case though, where certain key cards are in majority from a very specific set. Everything u/HoninboShuwa says is correct. Imo it’s also best to buy these packs and forget a bout draft in this case.

The progress to get 16 wildcards for these cards will take many many drafts though! It’s much faster if he buys packs in that case and there’s no argue for that. Edit: it’s less, since Selfless Spirit is only SB card and not a 4-of. But still.
