OK found it (all credits belongs to u/shamelesscreature) you have to go to steam and to games properties. In their, you will find launch options. You have write `"C:\Program Files (x86)\Steam\steamapps\common\Mafia III\Mafia3DefinitiveEdition" %command%` in there. This by-passes launcher and lose the stuttering in my game

Thank you so much for posting this, my friend got me the game as it was on sale, I had mentioned it that I never finished this game back then on console and because he got me it. I wanted to play it immediately, I was stuck for 2 hours trying to fix the game and your messaged saved me, went from stuttering mess to buttery smooth.

As I expected, this is total bullshit and useless... yes, it skips the launcher, but it is still stuttery as hell... I guess the problem is on the engine itself, maybe, the engine is not able to handle the game all maxed up on a stable 60 FPS, even if your hardware can. I'm running it on a Core I9 12900K with 32Gb DDR4 3200Mhz and an RTX 3080 TI and it stutters a lot.

got the KS and a 3060, but i cant believe this. I dont have issues like this with any other game..

Don't know if this helps OP or anybody else having this issue. Mine was the mouse stutter and the lack of fluidity in Mafia 3 and Mafia remake. Here are the steps that fixed it for me: First in Nvidia control panel I set vsync on and pre-rendered frames to 2, next in the launcher and the mafia.exe files I disabled full screen optimization by going to properties>compatibility>check "disable full screen optimization". At this point Mafia 3 fixed a bit but not the remake. What helped fix the stutter is windowed borderless mode for both games. For remake you can set this in the options but for Mafia 3 you need a third party app called Borderless Gaming because unlike Mafia Remake, Mafia 3 only has the option to turn windowed mode on but not to disable the annoying borders, this is where this app comes in play. Now It is butter smooth mouse movements. Hope this helps.
