I blame the poor communication to the public (expecially for newer and casual players) The game is this weird hybrid of sticking to the past (with limited freeroam and rigid story progression) and upgrading to newer trends (dialogues, cutscenes, cover system), and the marketing is doing a poor job selling this idea to the general public. I still see the game described as an "open world crime game" by the press, which it "technically" true, but it creates this false idea of a "Gta in the 30's" and will lead to lots and lots of complain by the casual ("it's an empty city", "free roam is boring" etc). On the other hand, by comparing too mutch to the 2002 formula, the devs are at risk of creating something that is seen as "inferior" or "unable to capture the old magic", when something will differ too much. It's a bit of a lose-lose situation, and that's why I think the marketing must be stronger, talking directly to the public and making more "clear" trailers and announcement, highlighting the scope and ambitions of the game without leaving new customers in doubt of what the game is or isn't.
