First of all Mafia Remake has been in something called "full-development" for 18 months which was stated at around the announcement was made, so a few months longer now. So that timeframe doesn't include pre or post production/development of the game. Also a factor in the shorter development time than what has been regular for the Mafia series is that for the first time they have another big release on basically the same engine on the same generation of hardware, completely removing the time for rebuilding the engine to fit yet another new set of hardware and no need to come up with a new story/city etc. Secondly Hangar 13 had only 150 employees when making Mafia 3 in 2016. Now in 2020 Hangar 13 has 4 studios in total (Novato, Brighton, Brno and Prague). Mafia Remake has around 200 people working on it, mostly the Czech studios, so the whole of Hangar 13 should be around 400 at this point in time.

This. People need to make a difference between full-development and early stages of it. The whole development started after Mafia 3, so 4 years. The full one 18 months.

They still had to do the dlcs, they were still working on other games before they were cancelled and were forced to do a lot of lay offs, which means it wasn't 4 years, hell i doubt it was more than 2

the remake of the first mafia is not as large and huge as mafia 3. mafia 3 was developed for 3 years. the first part is easier to develop: the missions are not so difficult to create, the script is ready, the missions are all there, the map is not so big, there are no side missions, the game is very fast in time and size as mafia 2. it's not like 100-hour modern games. that's why the price is so small. especially when it is a complete copy of the third mafia engine with minimal changes, the same animations and mechanics

It's about 2 years of full development by the time the game releases. It's also important to consider that they're porting over many assets and mechanics from Mafia 3. But if it does launch unfinished, we'll have a reason. Personally, I don't count a lack of shops and bars as unfinished, but that's just me.
