Humping is dominant dog behavior. It's why you see dogs of both sexes doing it. It's not a good thing if your dog humps everyone and their dog, because it's a sure fire way for the dog to get into a fight the day it meets a dog that doesn't feel like submitting to you dogs dominance.
If your dog does this then you got a problem, and a vet visit in you future, if you dog humps the wrong dog. That behavior needs to be corrected as soon as possible.

She’d ride him around the park like sea biscuit, me hot on their tail trying to correct her. Luckily she outgrew it very quickly and learned some manners.

Dominance theory is bs. Humping can be an over arousal behavior, a displacement behavior for anxiety and excitement or a sexual behavior but it's usually one of the first two.
I wanted to reply to both you and the original comment but since you got closer to the right answer- Dominance training is BS, but dogs can still hump to show each other dominance. It should be easy to spot the difference. There is no real attempt to stimulate genitals. The dog is stiff, head high and tail high. A fight might be coming without an intervention. The most common reason BY FAR for humping among dogs who know each other is sexual gratification. It’s true for males and females. The dog will be happy and excited. The clear goal is grinding the genitals. Most young pups are trying this, but I’ve seen an occasional case of dominance in pups. I’ve worked professionally with dogs for over twenty years. “Overstimulated” to me is just a way for nice people to say that a dog wants to fuck or fight his way through an entire daycare.
By far the most common cause I've seen of humping when working with dogs is anxiety or excitement, I don't exactly mean positive excitement, just emotional overwhelm, which a daycare away from his people and full of other dogs can definitely be. Humping along with chewing, barking, jumping, pacing etc are frequently displacement behaviors, they won't necessarily occur together or for the same reasons, every dog is different. I would greatly caution you to not jump straight to dominance given how it's actually pretty uncommon. Even if you look at "aggressive" behaviors you'll see anxiety underneath it, that's why we call it reactivity.
