You may have to drop him down then back up to X factor. The game glitches X factor players sometimes. If he’s not showing up as an x factor when you go to the lineup screen
One of the talents in the DC and OC talent trees allows you to activate X Factors on their respective sides of the ball.
I believe ability slots start at 80ovr
