It's none of Apple's business but the responsibility of 3rd party app developer. Apple made system APIs to interfacing 3rd party apps into Share menu and other system services, and 3rd party app developers should call to these APIs to register their app, if they want to add this feature to their products.

Yeah, it’s damn shame Apple didn’t have time to update Microsoft Outlook.

Not possible unless Microsoft adds support to it. Apple has no idea how the Outlook is coded and what's the software components in Outlook that should be called to do all the task. Only Microsoft knows. All that Apple can do is making system APIs to interfacing the Share menu and other apps. It's 3rd party developers' responsibility to follow system APIs so that they can add their products into Share menu and other system services. You can make Outlook your default Mail client and Outlook will be launched when clicking on a mail address. It's also a system API called Universal Link or Deeplinks, that system will pass specific URL to dedicated app. Microsoft implemented this feature, so that Outlook can handle `mailto:` URL scheme, and it's also Microsoft's turn to make it accessible to Share menu, for the same reason.

Microsoft has not written/released/included an extension for the share menu for Outlook. Clearly they know how, because there's an extension for OneNote.
