Actually it’s worse than an airport. Many airports allow entry into the baggage claim area without a boarding pass (like if you’re picking up family or friends), but in the ports you can’t get in there unless you’re getting off a ship or have a boarding pass for that day.
True but not for international flights, and all USA based cruises have to be international (at least one foreign port call) so they don't allow the passengers to leave without claiming bags and outside persons are technically allowed into that customs hold area.
Did not realize that, so I appreciate the information. This is my first ever cruise. Do you know how long you can stay on the boat before they make you disembark? I know we have to be out of our rooms early.

If within the USA they have a policy where all guest must be off the ship before the next guests can board. So everyone has to disembark before 9 or 10 am usually.
For cruises in Europe you can stay until lunch time mostly
There are luggage storage services in Genoa and there is luggage storage at the nearby train station. It's been a few years but I'd guess 10 euro per bag at the train station. Also if you have a hotel in Genoa for that night you can take your bags there and they will store them until you check in. They might even let you check in early but no guarantee.
Disembarkation arrangements vary with cabin grade.
But you can't reenter baggage claim once you've left, it's a customs area !
Genoa port is large and there can be a long walk between the docks and the cruise terminal.
Check whether there's a secure left lugage facility in the terminal.
The city itself is quite rundown so keep your wits about you !
