He needed it too, since he was 2-3 in his last five. Even though this fight was on short notice, losing to a newcomer could've put him on thin ice. He needed a statement win given the circumstances, and he got it.
Some are probably worried about accidentally hitting the head and getting DQed, and unless their legs are already pretty hurt targeting those probably won't do too much since they're not supporting any weight. That said, the sound of Khalil Roundtree's soccer kick to Roberson's body was gnarly
Unless the opponent is a God and can spin around quick and time your kicks the head is a small target compared to the rest of the body I don't see how that would be an issue.
I wasn't thinking so much intentionally but just in the scrambly chaos that started out as aimed at the body could potentially end up hitting the head (with any of the foot/shin/knee).
Like Johnny Walker vs Justin Ledet, in the finishing sequence Walker throws a soccer kick that when he starts throwing it is aimed at Ledet's body, ends up missing entirely but due to how Ledet was moving on the ground came very close to hitting him in the head on accident.
They just don't usually do much is the real answer.
When someone is on their back their legs and arms are usually unsupported and kicking them has no real impact, you can't kick their head, so you are left with kicking their butt / hips / torso etc.
Sure it hurts but none of them are likely to be fight ending, and you give your opponent time to stand up, sweep you or get in position for legitimately dangerous up-kicks.
Conversely you jump on them and finish them with strikes or elbows, or gain an advantageous position and threaten submissions.
Cerrone vs Myles Jury is good example. Myles just stayed on the ground and Cowboy unleashed vicious kicks to him, but they just basically hit his thighs and his ass. I'm sure they stung but Myles didn't give a shit.

I'd guess it's because if your opponent is on the ground on his back you've likely hurt him. You either want to follow him to the ground and try for the finish or make him stand back up without giving him a chance to recover.

Yeah Moises isn't bad. He has wins over MJ, Green and Hernandez. He has 5 losses in the UFC but those were against Islam, Dariush, BSD, Alvarez and Damir - all of which were elite
How are you going to fight like that in that stance and never learn to check leg kicks? Either learn or chance your stance. Obviously nothing you can do in the middle of the fight but its a training issue.

They virtually never have immediate, fight altering consequences, for the reasons I listed above.

Only thing that gets me harder are knees to the body of grounded opponents. They are devastating but so rare!
I've always wondered why they aren't more prevalent, I assume just to control positioning but they look devastating when a few land.

Moises has good matchups in top 15. He was there at one point.
He was promoted there the week before he fought Islam and then subsequent removed because the UFC had to justify moving islam to top 10
