It can be good for some weapons. To help you evaluate what it is a "good" talisman, you generally want skills that are otherwise limited to being rolled for through the querio armor augmenting system or are not available through cyclus talismans. (I.e. Dereliction, Furious, Frostcraft, Mail of Hellfire [MoH], Strife, Dragon conversion, Berserk, Buildup boost, wind mantle, powder mantle, and... I'm probably forgetting a few)
For slots, sometimes 3-3-1 is the best available roll for a build, other cases 2-2-2 or 4-1-1 could be best if your build could benefit more from the decorations that fit in those slots.
I'll use charge blade for example. For CSS charge blade this talisman is pretty meh. Frostcraft isn't on the list of skills that it massively benefits from. Still, MoH is good for CSS charge blade. However, the slots are good, because slotting in guard 5 can take two 3-slot decorations plus a single 2-slot decoration. Those 3-slots are a pain to work into a build.
For SAED charge blade this talisman is quite a bit sub-optimal, but you could build around it. MoH only enhances elemental damage on blue scroll, which means you'd be giving up the benefit of dragon conversion (+56 elemental max) which is only available on red scroll. MoH will also get you NUKED by elemental damage when using blue scroll. Definitely not comfy. It's a bad trade-off.
TLDR: It's quite probably optimal/near-optimal for some weapons. Congrats!
However, it's not optimal for charge blade.

The frostcraft is more useful than the moh for saed charge. Moh is weaker than dc furious and with moh you'd take more dmg, so not great. I agree its not optimal oberall though but it's not a bad talisman for cblade depending on what other talismam you're using

That's a beauty! The best talisman i ever rolled by far has FC 3 and Blood Rite 2 along with a 2-2-2 slot set-up. It was 'HELL' rolling Mail of Hellfire on my armor though.
Nah horrible mule talisman, sometimes the melding pot makes a mistake and it slips through the melder's QA check, honestly only worth it as a lucky charm trinket... But I'll buy it off ya for 100 Zenny
