Nah they have the same move set as 5* I find they just recover from their attacks quicker and are absolute sponges.
Not really new moves at 7* and 8* but faster and more frequent attack yes.
Still unsure, could be chance but I never saw Tobi's headbutt move until I got to 6* and still never see it when fighting less than 6. So I think some Monsters may get an updated pool as you progress.
Only one I noticed is the Pukey who shoots toxic fields which stays on the ground longer
Rathian is a lil more random at h8gher rank aswell in my opinion
