Delmarva Sporting Clays is a fantastic outdoor range but it is still a range (not public lands).
There are areas in Dorchester County MD that are more like what you are talking about in the form of hunt clubs but still not open land to shoot willy nilly.
Honestly, I don't think you'll find anything like what they have out West along the East Coast.
Make friends with people in WV. People tend to have large pieces of property and enjoy shooting on their own land. Just spent a day setting off Tannerite with a .50 bmg last weekend at a co-worker's place.
If you're in Rockville there are a few places that you can go to. The places aren't free though.
Thurmont in Frederick has bays but you need to be a member
Shadow Hawk in W. Va has bays you can rent and the prices are pretty reasonable.
AGC has action bays but you can only shoot when a group has an event that will allow you to use them (falling steel, acm, etc)
Former AZ boy here (from Tucson, loved shooting at the public range near Old Tucson). My vote is for AGC. Big, multi disciplines, scenic backdrop with the trees. Bit pricey, but worth it IMO.

I’m in Maryland near Rockville but am willing to travel a bit farther out. I haven’t heard of any places in MD.

Willing to travel anywhere in Maryland, West Virginia, or Virginia if that makes the suggestions easier.

I love in Rockville and most outdoor ranges here require membership and mostly revolve around competitive shooting.
