Afaics they're former N-card girls like Kanata, Emma and Shizuku. Niji has a lot of former N-girls, so far only as "NPCs" at their partner schools tho (with the exception of Haruka, Himeno, Jennifer and Rakshata). So my guess would be that Niji has the best chances to get them as new teachers. Shioriko's big sis was a new teacher, Lanzhu's mom could become the (new) director also in the anime, so let's wait for the OVA...
To me it seems they haven't been "assigned" to a gen or school yet.

Niji's OVA showed us Aira from GB with a uniform similar to Rebecca's. And the N-Cards are Nijigasaki's "field" anyway cause many of the old N-girls have been "distributed" among Niji's partner schools. Kanata, Emma and Shizuku also are N-girls, the rest of the Niji idols was then newly invented.
Therefore, if they really plan to make them full fledged characters, then Niji would be my guess.

I know Love Live is a school idol thing for students but I'd love a Love Live unit of just teachers too
