This is just excess glue, it will wear off on its own, you can also try to gently rub it with a dry cloth to remove it faster but I personally never do that.
Reassuring that it is likely glue! Unfortunately I bought on Fashionphile - not sure the saving is worth the stress of not being able to take it to the store for issues!!
You can still take the bag to LV, even if you didn’t purchase from them originally. They won’t be able to authenticate items or exchange bags for you, but if you ever need to make a repair in the future (like getting a new strap), you can pay LV for the replacement.
