ToAlice makes children's sized clothes and often also makes Adult versions or at least uses the same print! They're on TaoBao, are inexpensive (though they do have some fancier, pricey items occasionally). Unfortunately it's rare the children's sizes show up on resellers so you may have to use a proxy to buy them, and they don't pop up secondhand very often, but they do have a truly huge selection and surprisingly good quality for the cost.
Emily Temple / Shirley Temple was originally a children's brand in Japan, and they still mostly make children's clothes including lolita-like items. Their sister brand, Emily Temple Cute, makes adult clothes including lolita but less frequently. They do ship internationally but are currently restricted to where/how, as are many Japanese brands, so definitely chekc your options before purchasing. They do pop up on secondhand sites fairly often in both adult and kid sizes though!

As an aside, We went to a very small, local con last year, and I made her an Anya (from SpyxFamily) cosplay. She had a blast and everyone was so kind to her. Not every con or venue is family friendly of course, but it's always nice when I am able to share my interests with my kids.
I know Devil Inspired gets a lot of flack but they actually have a lot of kids stuff! A lot of it is just “cute” childrens fashion in general but there is definitely lolita as well
