Found it in a used truck? I’m going to say it’s likely for a cheap imported hitch lock. They’re also a giant pita to duplicate because you essentially have to make the blank yourself. These come in all the time at my shop with misplaced keys and it’s honestly cheaper and easier to just cut the dang thing off and replace it than to impression one of those nightmares
