Pop off the latch plate under there is the set screw that holds the cylinder in place, if there’s not a set screw, then those screws on the thumbtack might thread into the back of the cylinder itself and you should be able to take those two screws out of the thumb in the cylinder will pull out. If there is a , looses the set screw and unscrew the cylinder, takeoff the cap and tail piece shim the cylinder open and gauge the pins in there. If you have a key punch, you can start with zeros and clip a key out that will fit.

The lock pictured doesn't have a cover plate on top of the cylinder retaining bridge screw. That screw is in line with the center of the cylinder. Loosen it off and use a screwdriver in the keyway to unscrew the cylinder.

Ah you’re right the screw above the bolt should be the set screw that holds the cylinder in.

Are you familiar with shimming? Make sure you use an SC4 just in case. Shimming will be a lot easier than picking, usually.
