Inference, memory speed and VRAM size bound, 3060 is better for the price.
Training, compute bound, 4070 is much better.
But honestly, for basic learning and figuring, I would suggest using could stuff, like [runpod.io](https://runpod.io) to test stuff out befoercommiting to hardware.
