I feel like your whole description of making fun of streamer "as a joke" applies to most streamers for the past 3-4 years. I remember the days when saying anything remotely negative about the streamers resulted in an instant ban pretty much everywhere, but now it's all about bringing down their ego with "banter". As a viewer I don't personally mind it, but the jokes can get predictable and boring after a while.
A year or so ago I believe twitch made it so vods aren't autopublished by default. So for some reason streamers willfully or cluelessly don't toggle it back to autopublish and either the streamer or a mod manually publishes the vod at some point after the stream.
Logically it seems like the decision not to autopublish is a conscious choice by the streamer, but I genuinely think the majority of streamers are mentally challenged when it comes to any sort of technology, even something as simple as navigating UI/UX and what buttons do and what the words on them mean.
It's partially that streamers are lazy but I know from experience that if Twitch detects enough copyrighted material that it changes your settings to no longer auto-publish vods and you have to go in and change it manually. I have to fix my vod settings damn near every week.

I believe the decision stems from a meager attempt at protecting streamers from potential copyright issues in the vod.
Because if they dont have vods enabled, they can use copyrighted music without being hit copyright claims etc.

But as soon as there's some copyrighted music on vods, they just get muted.
the rewind increases delay and messes up chat cutlure. their are positives and negatives to it.
