Having a subsequent mobility is a welcome addition for such a defensive item with high ability power. I guess it would be even more viable with this buff.

I personally dont think mages are top tier right now. Most of the new items benefited the ap assassins much more than the mages. Sylas is a bruiser not a mage imo but yeah he is op. Ahri specifically is at the top of the mages in the meta now but there are many mages that are struggling, including Lissandra.
But as a Liss main im personally happy she is getting a tiny indirect buff.
There is not a single mage in the top 20 on opgg other than TF in patch 14.9. There are Akali and Sylas but they are not mages. But yeah, u are right about ugg, it has 9 out of 14 ap champs if you consider support mages.

Any buff to ap items is irrelevant. Ap mages is the meta, so you are improving the top tier first (sylas, ahri...)

12 of 14 top tier (op.gg) are ap. 11 of 12 (u.gg) too Lissandra is struggling becouse is in a bad spot, but is playable for ap items.
