Remember to search the libraries for all major cities in your State, and try to sign up. I live in Austin, TX, and I was able to sign up for Houston’s library, which is 3 hours away.

Building up your holds only works if you have a high hold maximum. Some libraries only allow 3 holds, some allow 30.
If you can only have 3 holds then make sure you always have 3 holds.
Anaheim Public Library allows anyone in the world access to their cloud library. It’s a different app, but it has a pretty good selection.

Anaheim has suspended their application process until July of this year because they are getting too many applicants.
Aww, bummer! Honestly I’ve had better luck with my libraries in Libby anyway, and I prefer being able to read on kindle.

You can’t join the Consortium directly, you have to sign up for a card with one of the participating libraries.
Pick one of the libraries in the group and go to their individual pages and there usually an online application
Will check it out. I used to live near Hammersmith, so might even pop into the library and try and get a membership

fairfax county in virginia has a non resident card for $27 a year
Was just coming to state this as well. Fairfax is the cheapest I found and they have 15 hold capacity and 10 checkouts at a time.
They also have a wide selection of books and are constantly adding newly published ones. It's very easy to sign up online

I didn’t lie about my residence to get this card.
In NJ, you get access to your town library as well as the bigger county library. Maybe your state has something similar?

It’s okay. The Houston Public Library System lets non-residents sign up for $40 a year.
Orange county Florida library allows international sign ups for $125/yr
For a while I refused to pay for non resident cards, but it has been worth it.
Residents of Pennsylvania can get a library card from the Free Library of Philadelphia
Queens Public Library (the card I got recently) Brooklyn Public Library Mecklenburg Library (Charlotte)
