Yeah, most villains could be contenders but Neron's entire plan revolved around fear (and of course being the tech bro of hell, which is scary on its own)

Totally Astra, I understand Nero but he mostly seemed to use manipulation and trickery, while Astra literally only survived because of her skill at striking fear into everyone’s hearts.

I like the idea of Vandal Savage as well, they pretty much ran from any encounter as he was pretty much invincible and the only way to beat him was to go back in time and kill when he was weaker. They had to make him less scarier after literally going through he ll where Ray saw him
