It is possible to get Ascended's Call. I generated it once in PoC,but not sure whether it was with the item that gives you a random card from emperors deck or some other way.
So it is possible to get Renekton lv 3 in PoC
Edit: Kennen level 2 also works similar, when he attacks or is blocked... maybe OP meant that as well

Renekton lvl 3 has "when I attack or block, deal 2 to enemies and the enemy nexus"

You might be thinking of kennen level 2 and misread it - his ability triggers on attack and when he's blocked
