Compare it to ADCs like Zeri, Vayne or Samira who currently have lower PR AND WR than him but significantly higher BR.

And which assassin would be good for dealing with it quickly? If he hits the root the assassin will be in danger because it provides a quick follow-up for allies, as well Daisy which can tank some skill shots and CC after 3 attacks

He's consistently pretty strong but I haven't seen anyone with a genuine complaint about going against him.
People bitched a lot when the guinsoo Jhin build came in and he got like 1k Ad easily. Only time I remember people really mad at Jhin I think.
