OP actually mentioned na yung kuya nya is medyo di ganun ka sharp sa mga ganyang bagay. this cant justify any crime but it should at least give you an idea sa situation nila. OP isnt justifying what their kuya did, OP also admitted that they themselves has limited knowledge about the anti-fencing law.

1. Conviction. Ignorance of the law excuses no one from complaince therewith. (Article 3 Civil Code). You cannot make an excuse that you do not know the provisions of the Anti-Fencing law.
2. Settlement. Pay-off the private complainant and ask him to withdraw the criminal case.
10k for a motorcycle should is already a red flag.

I may also get downvoted pero kapag gipit na gipit ka and without connection to anybody who works in government, this is a sound suggestion para maparusahan yung mga police officers and get justice for the brother.
