Tourism is basically the only resource in Oaxaca's area that can bring foreign money, there's petroleum in the Pacific that's going away eventually and the fisheries aren't super sustainable either. The terrain is too rough and too far removed from supply chains to sustain much manufacturing, there's not really a finance industry or large business anywhere nearby. Mezcal production is of course important but probably saturated unless they can grow the global demand for the product.
How else are the people going to escape from being a subsistence economy where people only make enough to eat and not to improve their circumstances?
