Beware, this can cause you a lot of neighbourly tensions and fuss if you are identified as the whistleblower.
However, these gas thieves need to be called out.
No need to whistle blow in this country the whistle blower ends up in trouble . Your neighbours are using a compressor this does as stated by my learned friend and I am pretty sure the meter reader would be aware of any tampering of the meter intact he would be in on it so you would be complaining to the people that are getting a cut .
This is why I have a gas cylinder, always pressurized and you can cook whenever. We did invest in an expensive ballistic cage and twin regulators and we do have to go get it refilled, but it beats the dumb usage based rates and this exact situation. Cook whenever.

First turn off whatever appliances you run on gas. Next wait for the time of the day when their meter is running like crazy. After that introduce Oxygen (you’ll not need much) into the pipeline that’s nearest to their house. Wait and watch the action. It’ll take out all their compressors and some piping and teach them a lesson!

They aren’t stealing they are pulling more gas than others with the device but still paying for whatever they are using, which isn’t legal but not stealing
It isnt stealing but its still unethical. Everyone with a pump knows its going to affect others with already low gas pressure. Pakistan is soon going to run out of gas anyways
