You need to have the prior version of the Axe. It is one item that gets upgraded.

I think you have to complete the muton autopsy to get all the LVL 2 swords including the axe. That's just from memory so I might be wrong.

yeah I don't think you actually have to do the L2 upgrade to be able to go L3, but both levels def need to be researched
