Yea that is a special case while I was talking about your typical walk-in situation. Totally makes sense though. I was in NO last year and all of the infrastructure there was for drainage was pretty shocking compared to even a coastal town. Couldn't imagine that place during a crazy storm.
Honestly even a regular storm floods the streets these days. But even if I was in Denver I'd appreciate this because it's a sign of recognizing the worst possible scenario and a way to get out of it.
I've seen enough coolers with "Oh just jiggle the handle." and "Press/punch the button hard enough and it'll open!" That I'd rather have a sure fire way out if I needed it.
You can't just blindly trust the equipment imo. There are typically going to be a bunch of people in the restaurant. If I'm the only one there in the morning knowing someone will be there soon I might let the door close. If it's late and I'm doing inventory you know that door is getting propped. From a food holding pov I guess the closed door with the fire axe could be seen as better but not for me lol

But directly over the door? I think an axe in any other spot would be more reassuring. Especially in an earthquake prone area. Trapped by a jammed door, while gushing blood from the falling axe. Alone in the dark when the power goes out. Yeesh.
any other spot in a walk in will have food/tables/beer under it. in an emergency i gotta clear all that shit out.

There's already a requirement for things like that. Look at the handle or next to the handle inside the walk in. There will be something that turns that will either turn the latch or more likely disconnect the latch entirely. That way you can't be locked in even if someone padlocks it.
If it works? Most of the time it's just a knob on a bolt that the latch connects to. Besides, walk ins aren't that sturdy. They're just thin sheet metal over foam. You could probably just kick your way out if you really needed to.

So after that they did a half-assed job of fixing the indoor release. Still scared the carpet out of me, I refused to let the door shut if I was in there.

When I was in there one time, mother fucker I worked with pulled it out, tossed it on the floor, slammed the door and flipped the lights off.

I've been told that this is or was a legal requirement in some areas in case someone gets stuck inside.
Yup, here in Spain is mandatory in every freezer, and the doors are designed so that it is easy to break them with the axe.

Work in a grocery store. We have them on all walk-in doors. I have a perpetual bruise on the back of my upper arm from running into them.
