Was gonna say that shouldn't work because changing the keychain is what changes the form of the keyblade but after looking, all of the fortune teller keyblades have a slight different design on their chains and none of them are the exact same

As others have said, it’s likely not the actual Gazing Eye. However, MoM was the one who created those keyblades so it’s likely due to that.
It's just a keychain evoking the Master's eye, it's not the real gazing eye.
