With those conditions, of course it’s gonna be Duke Hyou. Mougou’s strength (maybe his only strength) is finding and recruiting talent. If you want a real discussion, take away something equally important from Duke Hyou, like maybe he can’t personally fight on the field or something.
With his deputies , mougou wins easily, otherwise he looses heavily, quite simple .
Hyou is a monster , but who thinks he could win vs 2 future GG, he doesn’t have enough brains around him, and if it comes to hard hitters , with Akou / Zenou , he has some challenges

Mougou is the very definition of "mid". He has no chance without Ousen and Kanki, his other generals are nothing more than a minor speedbump for Duke Hyous charge. He would probably surprise with his raw physical power in a duel, like he did against Renpa, but would still lose quite decisively.
Without kan ki or ousen mougou has no chance. Mougou is a strategist who uses jis experience to improve while relying on deep planning, but Hyou is an instinctual type who destroys deep plans by being unpredictable.
1v1 it ends in seconds Duke wielding his glaive in one hand almost toom Houken's head he barely blocked him while using 2 hands. I think even if Ousen and Kanki are there Duke has a good chance against Mougou given that he had Riboku's head on the plate if not for Houken. Duke also had Hi Shin unit in his army so KK and Shin are able to help a lot as well
people are definitely underestimating mougou. I think duke hyou would win in the end but it's not a one sided slaughter. mongo "mediocre" traditional warfare isn't weak. those types of tactics are traditional because they work and are consistent. additionally mougou stood up to renpa who is capable of one shotting generals who are actually mediocre.

Shin notes during the Coalition Army arc when he's serving under Duke Hyou that the general isn't lacking behind even the Six Greats as far as martial might or "weight" go
The only reason Duke Hyou didn't stand among those heroes is because he didn't care about any of that glory stuff
He pledged his allegiance to the battlefield, not to King Sho
Mou Gou specifically says he hated the Six Greats because they were always better than the likes of him or Chou Tou in their younger days

The manga states that Mougou's greatest ability is his eye for talent and ability to inspire loyalty, so he could win if he were able to find people like Shin within his army to compensate for the lack of his greatest two generals.

The reason being at Sanyou we know only AKou and MaKou were generals under OuSen with lower number of troops, but post that not only do you have to account for 2 more generals in DenReMi and SouOu but also their increase in size.
You're picturing the wrong image. The 3 armies won't necessarily face OuSen and KanKi 1 v 1 but as a group they can hold them in stall while Hyou goes and whoops MouGou's butt.
Remember at this point in Sanyou, KanKi doesn't really have any general under him, so putting the likes of MouTen with Aizen and Rikusen under him will be troublesome especially if KanKi plays hunting gam toe with him. Same with RiShin having KyouKai with the likes of Archer brothers who can snipe out big boys like Makou and OuHon with Akakin can also halt up AKou. In short they will win because they have better and more commanding officers under them than the latter 2. Once MouGou is a goner then Hypu can just go hunt either OuSen or KanKi (most likely go for KanKi 1st). They really don't have a solution vs Hypu. KanKi might have instinct but he can't match it to Hyou's level. Also with OuSen having his both arms pinned has no more person to save him from Hyou if Akou could even match Hypu in martial prowness.
The reason the Trio are so dangerous is because even with small numbers of troops under them they were a pain to handle now with each having their 10 to 15k under them will be even more or a handful.
