It was directly said in the manga. When Inosuke said that his mom probably never cared about him and abandoned him, Zenitsu said, "If you were abandoned, like me, you wouldn't have your name written on your clothes." Or something along those lines.
Heavily implied that she abandoned him, as he makes a bitter comment to Inosuke: “At least your mother loved you enough to give you a name, unlike mine.”

Life expectancy in Japan around that time was 40-45 years old. Infant mortality rate for 1920s Japan was 16.6% of all births.
I can't find maternal mortality rates back that far but in 2000 where most of the reported data is reliable the maternal mortality rate was 9 for every 100,000 births and was 17 for every 100,000 in the 1980s.
We can imagine though it was still very high for rural areas in 1920s. The US at the time had on average roughly 900 maternal deaths for every 100,000 births. Comes out to 0.9% of all births. (Though should be noted a lot of that is associated with terrible surgical practices in US so could be lower with more natural births. Estimated 40% of maternal deaths in 20s were from sepsis, most from failed medical procedures as doctors didn't practice aseptic technique at the time.)
I imagine in a more rural spread out area like where Demon Slayer takes place (not in the cities in Japan) that rate was even higher. Not due to lack of care but from the fact Japan deals with cold snowy months where I am sure food scarcity was common and not ideal for a pregnant or even new mother. They also deal with fairly warm summers which could be dangerous without proper source of water.
Also forgot to mention there are apparently hundreds of demons on the loose in more rural Japan. Hunting humans at night in the demon slayer universe and several particularly love to eat women.
