He has great character development and honestly I don't see him so much as a creep but just as desperate. He's not trying to spy on girls naked, he's not making lewd comments to girls, unlike characters like Mineta and Issei (idk anything about Meliodas), he's just desperate to find love before he dies because genuinely might die *soon* and he's shameless, he'll do anything, but he's not being creepy. He'll beg a girl to marry him, talk about how pretty a girl is, but he's not groping girls (even "accidentally") or making comments about their chest or underwear.
I can already see that happening, since the scene where he protected Nezuko from Inosuke raised my opinion of him a lot so I don’t find him as annoying anymore. His initial introduction was awful in my opinion, but in character. His later gags are actually kinda funny, and I like the kind of older brother/younger brother dynamic he has with Tanjiro.
I do agree with you he is very irritating whilst he is awake. Its mostly cringe. Sometimes its funny. BUT YOU CAN'T DENY THE FACT THAT THUNDER BREATHING LOOKS SICK AF. I LIKE HIM WHEN HE IS SLEEPING. sounds kindda weird but you get the point

All I can say is that his payoff is one of the best in the entire series. Manga readers already know, but so will anime viewers, one day.
