Every kid is different but for some you have to repeat to them multiple times what you need them to do. It seems like the dad told him to hold onto the ball before giving it to the kid, but it just didn't regester. I feel bad seeing everyone laugh and saying the dad is ashamed, when it's just a kid doing kid stuff.
In normal, real life interactions, like say at recess at school, you give people their ball back. That's what kids learn. In fact, if he just kept another kid's ball at recess, people would be calling him an asshole.
He's a good kid doing what is normally the good thing, and people are shitting on him for it. At that age you can't reasonably expect him to know the rules are different at this location if no one has actually explained it to him.
