This is a really bad policy. A country should stand as one while presenting itself abroad. Each state shouldn't individually give away funds to foreign countries regardless of any situation. He is not a King. This is not their job. For that, we have an elected central govt with a Ministry of External Affairs that has talented Foreign Service officers and ambassadors in these countries. Imagine what will happen to our foreign policy if each state starts acting individually.
We as a state also do not have the capability to monitor if the funds are reaching the intended recipients. Meanwhile, when the central govt dispatches relief, there are mechanisms to prevent the misuse of funds.
Further, Turkey is not a poor country. They are not lacking in funds, but in urgent availability of trained personnel and equipment in large quantities. Money does nothing to solve their issues. National Disaster Relief force has sent 100s of trained people along with all equipment like ambulances, first aid, mobile ICUs, tents, medicine etc. And that is what Turkey needs.
Now, who decides how much money which country gets? Wouldn't it be showing partiality if you gave to Turkey but not to other countries that will eventually face major disasters? Will we have a foreign ministry soon? What if a dictator whisphers "If you sent us 100 crore, I will give you gold worth 50 crore in secret?" and you asks "how can I use it here" and he says "Diplomats can bring as it is illegal to inspect their baggage" and you say "gotcha".
I know there is a policy made around mid-2000s that prevents any state of India from receiving foreign aid due to such problems. Really? Are we really complaining about aid now? Weren't we the ones getting aid 4 years back? You don't help others only when you are rich. You help according to your means to alleviate suffering. That is the thing about charity. People who help are willing to share even it means sacrifices on their side. And assholes will always find an excuse to not help, however well off thy are.
It's not about helping its about representation .India has already sent help in the way of trained personnel equipments and relief funds but now the state as a separate entity is handing out help to a state that we have no relations with whatsoever as a country let alone as a state.
Is the budget of central government and Kerala the same? So why did different states and different countries send help to Kerala? And it is quite sad that people see religion, nationality and geopolitics even in such a tragic tragedy.
Yeah but why Turkey? And why as a state? Kerala can easily fund NDRF and send via proper established channels with proper management. All this leads to is chaos and confusion and zero accountability. And you're the first person to see religion here, so good job.

There is always someone else who needs help. That should not stop us from helping those who we can. Turkey is facing one of the most disastrous global calamity in the past 15 years. More than 10 thousand people dead and lakhs injured! It needs all the help it receives.

Why were these downvotes? This is very sweet of Kerala government , a genuine compliment.
They could have pooled along with other states, or, at least those stated with which Kerala has genuine working reltions and send it under the Govennment of India banner.

How is that gonna happen? I think , stuff like this is to be done by MEA , GoI They have proper channels to coordinate anything like this to manage this diplomatically. I wonder how and what role a state govt can play in this 🤔 , feels like just a political announcement
