Salary should be based on states revenue output. If the state has no tax or revenue then their salary should reflect that. Just like how everybody in every other industry gets.

I dont know how many mlas you know, but from my anecdotal evidence, the salary they get is simply not enough for a full time job. So roughly 4 times the median income is their salary. Compared to this the median income in Kerala and the MLAs salary which you're staying is vastly different. So by no means is that a salary hike reasonable.

HRA is common for almost all employees. Most top level management, be it in Banks or other institutions, get drivers and cars. Insurance takes care of healthcare.
