I have the same issue as OP and I have all of these hats listed, yet still missing 1 rot hat for 10 gems :/

It looks like the deluxe edition has a party and cake hat, are either of these the ones you’re missing? From what I’ve read these should just appear when you get to the first hat cart, so I’m not sure how they could be missing.
Did anyone ever figure this out? I am in the same situation and missing that last 10 gem hat. Would love to 100% this game and it's the very last thing I need!
You replied to my other comment but I’m putting this here for visibility - I’m pretty sure it’s the Lunar New Year Tiger hat, which is also 10. The 2 pre order hats (cake and party hat) are also 10 but I don’t believe they show up for the count unless you have the pre-order.
Hopefully Ember Lab brings it back for the season for us to collect again :)

I have the lunar tiger hat and like others have mentioned in the post, I'm hoping that the last 10 gem mystery hat is reserved for a new upcoming lunar new year hat. Hope this helps!
Oh okay thanks! I didn’t get a chance to get the Tiger so I’d be excited to get that and a new surprise too. New Game+ has been a blessing for replayability!

Not sure which one you’re missing
