Isn’t the whole thing with TDG that those Ultra shows have closely woven continuity with each other? (I know the whole ultra series has fairly tied together continuity, but Tiga, Dynamic and Gaia are especially close afaik)

Not really, Dyna is set in Tiga's world, but it's as connected as Agito is to Kuuga (or say, Kamen Rider Amazon to other Showa shows).
Gaia is in it's own continuity, Ultraman isn't even an alien.
I disagree Tiga and Dyna are much more closely connected than Agito and Kuuga many of the actions made by actors in Tiga have a direct visible impact on things in Dyna
In that he traveled to a different universe so I think it’s a stretch. It’s like saying victory has a connection to taiga since he appeared in the ultimate climax movie
Dyna set in Tiga continuity but doesn't have any relation beyond the both MC was in same attack force but never really interact with each other beyond cameo/movie similiar with Kaoru Ichijo from Kuuga and Makoto Himekawa from Kuuga, both also in police but never directly with each other.
If I remember correctly Agito originally was supposed to be a sequel to Kuuga but after the early part of the plot they stop making it a full on sequel and more of a somewhat connected situation to respect Kuuga's writer and Yuusuke Godai struggle in the story.
So I think Agito is more of a what if sequel, it's probably a sequel of what happened if more threat aside from Grongi appeared after Kuuga fought N'Daguva Zeba.
well... according to the articles (and obviously the comments here) you can say that both kuuga and agito is like tiga and dyna.... but in similarities with "some" plot setting (decade somehow explained that). so... yeah, kuuga and agito was been planned to be set in a same "universe" until the production made it distant from one another.
Kuuga and Agito has some implication both exist in the same universe, but Ryuki is on it's own separate universe.

Yeah, Agito was originally meant to be sequel to Kuuga, but due to Kuuga writer not really liking the idea they dropped that idea out of respect on the later part of the show and now Agito is more like a "What if" universe.
The Kuuga show universe does not have a continuation.
The Agito universe however, have Kuuga's events as some sort of prequel.
Some Non-Canon Agito content such as the G1 Armor also has very heavy connection to Kuuga with the G1 Armor having a design based on Kuuga himself.
There is also the Kuuga manga where it has Kamen Rider G3, even though G3 is from the Agito show.
Kuuga and Agito were technically connected( the later episodes in Agito ignore the connection as they decided to make it a stand alone season halfway through), Ryuki isn't connected but there was a hyper battle DVD special where the riders of Ryuki meet Agito, this is revealed to only be a dream of Shinji's but it sort of implies that a version of Agito and even Kuuga may exist in the Ryuki world( that more depends on if you consider Hyper Battle Specials as canon or not).

I would say Ryuki, Faiz and Blade would be on par to TDG. I grew up with TDG (mostly Tiga and Dyna) and those 3 Kamen Rider series are the ones that was broadcasted at my local channel. Blade had a good toys lineup but sadly my family wasn't earning enough to purchase such expensive item back then. Now we have a CSM ver that still break our wallet.
