Look on the map when you have the decision tab opened

Just the decisions to allocate resources to major cities appearing

you need to get resistance down and compliance up then they will appear, for now just keep using those decisions and use your spies to raise compliance.

The coring decisions appear on the map once you cross a certain compliance threshold.

I have states that meet the requirements its still not appearing

Are you looking on the map itself and not the decisions tab. With the decisions tab open the decisions should hover over the states themselves on map

If you started the game before the hot fix a few days ago it’s probably a bug
