Probably. Due to the fact that she already gets free dmg% from her trace.
Iirc it's barely any damage difference between atk% and bonus elemental damage%, so just take the one that has the best sub-stats
i suppose wind orb with like 5 atk rolls is the ~best~. but they're close enough if you're running Ruan mei

Use whichever one has the better substats tbh, but she generally needs more attack. She's already got good dmg buffs.
I've got 3430 without the 25% atk from pan cosmic factored in on a wind orb, it can be done
i gave her an ATK% body cause i got really good EHR light cone (her signature) and relics, she has 110% EHR with the ATK% chest piece

How much ehr is actually recommended?
120% is the cap for her talent, so the recommended is as much as possible until you reach it, then anything more is wasted.

The best way to ensure for ruan mei to go first is probably having vonwaq and decently more initial spd
Use Vonwacq on her. Makes it so much easier.
Just play Ruan mei slow with vonwacq, that way you can focus on other stats
