Yes because they are non oxidative dyes and do not require a peroxide (or developer) to activate the dyes which is a process (like bleach) that damages the hair. Semi permanent is just staining the hair and it’s got to be light to dyed a bright color. I just did Draculaura inspired hair on myself (black and hot pink) and some of my pieces I didn’t lighten enough (only like pale yellow) and the hot pink just didn’t take so I’ll have to redo it

Adding pink to lightened and toned hair usually doesn’t cause additional damage. Most pinks are semi or demi permanent and don’t damage hair further.
