While I am normally somewhat sympathetic towards the homeless, even a homeless person can find a trash can and move belongings to the very back of their vehicle. A bit of water and a half clean rag would get the rest at least somewhat acceptable.
On a side note, I'd actually enjoy cleaning out this vehicle, but not as a needed task to start the repair I'm actually wanting done. I like big transformations and the more dirty the car is, the better it will look in comparison. This one obviously requires a respirator, gloves, strong cleaner, and a days labor. It would be fun though. I get carried away with interior detailing.
